November 19 CORE Coalition Leadership Team Meeting

Below are the notes from our most recent meeting, the November 19th Coalition Leadership Team meeting held at the Smithfield Library. Many thanks to Margaret Marshall for hosting.

Date and Location of Next Meeting: Thursday, February 4 (10 a.m. to 3 p.m.) at the State Library in Raleigh. Robert Burgin and Becky Callison will be able to attend (as of this date).

Review of Key Discussion Points:

WebJunction Partnership with the State of NC will be available December 7. Library professionals will be able to join the "NC Community" and register for online learning opportunities for free. The Partnership will be administered by the State Library. The breadth of learning modules offers an opportunity for library managers and supervisors to create structured training plans for staff aligned with position requirements, career paths, competencies, and priority skills and knowledge needs.
• Action Item: Jennifer to check on migration of CORE website, blog, and e-letter to the WebJunction site....confirm with Linda Van Sistine-Yost and Ginny Orvedahl who will migrate Google Docs, Blog, and E-letter information to the WebJunction site.
• Action Item: Linda and Ginny to send out a CORE e-letter prior to migration promoting both the WebJunction Partnership and location of CORE Google Docs, Blog, E-letter on WebJunction.
Shared Catalog development continues with a meeting on December 2 prior to NCPLDA of the Statewide Library Card Work Group (1 p.m. to 5 p.m. at the Winston-Salem Marriott in Winston-Salem). Several initiatives are underway in addition to this Work Group, including work by Ed Sheary in Asheville and other western libraries and an initiative spearheaded by Charlotte Mecklenburg Library to investigate the Evergreen open source software platform.
• Digital Audio Library initiative is moving forward...Mike Taylor reports that Tim Rogers is finalizing a content list with library directors and the Digital Audio Consortium is planning to meet in mid-December.
The S.W.I.N.G. consortium (www.swinglibrary.org) currently has 15 NC libraries, but only a few represented from eastern NC and CORE libraries.
• Action Item: Linda H. to write a short testimonial about her experience and forward to Linda VSY and Ginny for posting to the Blog and E-letter.
As a result of CORE promotion at the NCLA Conference in October, several individuals were identified as being interested in joining the CORE Coalition Leadership Team. In addition to Deana Guido who joined the Leadership Team this meeting, several others have indicated interest. As well, inquiries were made from representatives in college and university settings. Jennifer shared her experiences with W-NCLA, a blended effort from western libraries in public, school, and academic settings to meet and share knowledge, attend presentations, etc. No action item developed at this time, but a possibility to be considered for the future.
Linda Van Sistine-Yost presented learning goals developed by Jeriann Thacker, Thomas Milam, and Linda (Perry Library) for possible design of online training for CORE paraprofessionals and other library staff. The focus was in two areas: (1) basic library-related technology concepts, and (2) basic library concepts. No action item developed at this time for the Online Learning Task Force, but should be considered with results of the CORE Technology Plan in February.
• Assessment results from the CORE Technology Plan were reviewed...as of November 22nd, 28 of 31 libraries have completed the individual Library Survey, while 28 of 31 libraries have participated in the staff Skills Survey (representing 253 library staff). The third survey, which focuses on users of CORE libraries to determine satisfaction levels with the technology available at their library, will begin in late November or early December.
• Action Item: Mark to contact Dr. Burgin and Becky Callison about availability to present assessment results on Thursday, February 4 (completed).

How One CORE Library Promotes NC LIVE

Pender County Librarian, Aimee Mitchell, was one of the presenters at a Thursday morning NCLA session, Sharing the Wealth: Practical Solutions for Knowledge Sharing sponsored by NC Live. Below is a list of things she does to promote NC LIVE as a resource and in doing so has significantly increased the usage of NC LIVE in her community.

• When a patron is given a new library card they are also given an “NC LIVE Packet” that highlights commonly used databases such as Learning Express Library and EBSCO Auto Repair. Learning Express Library has become a valuable tool for people preparing for tests such as ASVAB, GED, SAT & ACT, and GRE, as well as a variety of professional and vocational exams. EBSCO Auto Repair is a high quality alternative to the Chilton Repair Manuals. Both databases are easy to use and save libraries hundreds of dollars by not having to replace multiple copies of books that have a tendency to vanish from library shelves.
• Provides “how-to” brochures for frequently used databases by different user groups such as genealogists or students.
• Attends new teacher orientation sessions and explains what NC LIVE can do for teachers.
• Partners with school media specialists in local middle schools and high schools. Aimee visits school media centers and demonstrates how NC LIVE is a great homework and research tool. During these visits she provides school media specialists with temporary, limited-use Pender County Library cards in order to get the NC LIVE password into students’ hands and to promote the library. Students apply for and are issued a temporary card on the spot. Students can upgrade their card by coming into the library.
• Creates an e-Newsletters to send out to teachers.

CORE @ NCLA

The CORE booth drew enthusiastic inquiries from a variety of attendees from public, community college, and small academic libraries all across the state. Many from the piedmont and mountain areas were curious about how we got started. Others shared stories about coalitions they had been involved with and how they considered these collaborations to be enormously beneficial to their libraries.

CORE Technology Planning Grant

Earlier this year CORE was awarded a LSTA Planning Grant from the State Library. Dr. Robert Burgin began work on a plan for assessing technology in CORE libraries. This Strategic Initiative will be implemented under guidelines of the LSTA Planning Grant. The Key Result to be produced is a proposed plan of action to close the gap between the identified technology needs of eastern North Carolina residents and the current library resources in place to meet these needs.

As a first step, CORE libraries and users will be surveyed to determine their level of satisfaction with the technologies available at their public library and to determine their technology-related training needs. Step two will involve a survey to identify staff competencies with various technologies. The surveys will be conducted this fall.

S.W.I.N.G. Purchasing Coalition

The CORE Purchasing Task Force has identified a cost cutting library consortium, based in southwestern Virginia, that has also been used by libraries in NC and Tennessee. Member libraries in NC include Charlotte-Mecklenburg, Cleveland County, Alexander County, Albemarle Regional, and more recently Pender and Duplin public library systems.

SouthWest Information Network Group, usually referred to as SWING, is an association of over 100 public, academic, school, and special libraries. SWING's purpose is to negotiate contracts for books, periodicals and other materials, award scholarships, provide continuing education programs, publish a newsletter, and represent the viewpoints and concerns of its members.

Library systems can join SWING for only $150/yr and be eligible to choose discount schedules from most of the major library suppliers if the consortium discounts and terms are better than what are currently in place for your system. All the contracts are online at http://swing,ehc.edu. SWING is a non-profit organization and excess income provides scholarships to staff at member libraries who are enrolled in library science programs.

At last count, SWING had multi-year contracts with 23 book vendors and publishers, 5 serial subscription vendors, and 11 library supply vendors. The consortium has two part time employees, who are also library personnel. We contacted them for permission to promote it and the welcome mat is out for CORE libraries.

In order for a library to receive the SWING discounts, the member library needs to contact the vendor with their membership number. Once their account reflects their SWING membership, the vendor will apply the applicable discounts. Contracts are not automatically renewed at the end of the cycle. CORE Opens the Door in E-Audio

CORE’s e-audio initiative appears to be spearheading a digital audio solution not just for eastern NC, but across the entire state. A consortium approach to obtaining digital audio was identified as a top priority by eastern NC libraries in a survey conducted by the CORE Purchasing Task Force in the spring. The CORE leadership team agreed with the resulting report recommendation that such a consortium be opened up to all the libraries of the state to achieve a higher level of economy. Co-chair Mike Taylor contacted NC LIVE executive director Tim Rodgers for consultation. The need for e-audio developed as NC LIVE had to drop it. As a result, NC LIVE agreed to take the lead in investigating possibilities if all NC LIVE member libraries, including academic libraries, would be eligible to participate. Rodgers conducted a statewide survey with 120 library systems of all types. One hundred library systems responded that they were interested in participating as follows: 53 public, 19 community college, 19 independent colleges and universities, and 9 public universities. Further, the survey revealed these libraries may be willing to invest this year between $79,300 to $264,500. This number is likely to grow as the state recovers from the recessionary effects. The three major digital audio vendors identified as possible vendors are Overdrive, Ingram, and OCLC. Over 20 libraries in NC are already members of the NC Digital Library with Overdrive, however membership had been limited for technical and management reasons. Now, with such a significant number of library systems interested in doing business, one of the possibilities is that the NC Digital Library with Overdrive may be reformed to open up membership once again. Progress in negotiating and gathering options is ongoing at a relatively rapid rate and all libraries may be given the opportunity to attend a meeting on the subject in the coming months. - by Mike Taylor

July 9 CORE Leadership Team Meeting Notes

Attendees: Mike Taylor, Linda Hadden, Ginny Orvedahl, Margaret Marshall, Jennifer Pratt, Pam Jaskot, Mark Livingston

Enclosed are CORE Coalition Leadership Team (CCLT) meeting notes from the July 9 Strategy Review session at the State Library. The primary focus of the meeting was to update and revise the CORE One Page Strategy Map and Plan (original version was dated August 20, 2008).

We did this by first reviewing the Vision and Mission Statements at the top of the CORE One Page Strategy Map and Plan. We also reviewed the CORE Vision Story and discussed the desired impact that a coalition of like-minded libraries can have on communities and people served in eastern NC.

We then discussed several state-wide initiatives that could shape goals and action plans of the CCLT in fiscal year 2010 and beyond. Jennifer Pratt shared with us developments in the following areas:

• Development of a partnership between the State Library and WebJunction...potentially offering a low-cost solution for migrating CORE's "online community" building efforts and for providing online courses and learning programs for staff. WebJunction also offers the opportunity to make available the Advocacy Toolkit developed by Pam Jaskot and the Trustee Development Toolkit currently under development.
• Economic Stimulus Recovery Act funds may be available in a second round of grantsmanship late in 2009...funding may be available for broadband fiber connectivity projects and for energy cost savings projects. The NC Department of Energy currently offers services to audit energy use, plan for improvement, and may be able to help libraries secure funds to implement cost savings.
• Discussions regarding a potential State Library Catalog are taking place....this open source solution offers libraries the opportunity for improved service, reduced costs, easier maintenance, and quick changes to reflect local needs....more discussion to take place in August at the Resource Sharing Summit.

The CCLT then discussed priority initiatives for fiscal year 2010, including:

• The opportunity to combine elements from The Loyal Promoter Workshop and the "story-telling" exercises from the Advocacy Toolkit.
• The opportunity to promote and take advantage of a purchasing consortium based in Virgina called S.W.I.N.G. (SouthWest Information Network Group...http://swing.ehc.edu).
• The opportunity to partner with Tim Rogers and NC Live on development of digital audio library capability.
• The opportunity to promote C.O.R.E. at the 2009 NCLS Conference in October in Greensville.
• The opportunity for the CCLT to recruit new members and rotate them into leadership positions.
• The opportunity to support implementation of the C.O.R.E. Technology Plan (LSTA planning grant to be administered by the Perry Library and facilitated by Dr. Robert Burgin).

In September, we will meet with Robert Burgin to kick-off the Technology Plan, review the C.O.R.E. Strategy Map and Plan for 2010, and look at the design of marketing materials for the NCLA Conference (among other items).

Notes:

Today’s main agenda topic focused on the purchasing survey conducted by Mike Taylor, Linda Hadden, and Tammy Fulcher (members of the CORE Purchasing Task Force). Purchasing survey results were compiled by the Task Force and released to the CLT in April.

Margaret volunteered that downloadable audio books had seen an increase at her library. This growth in demand was consistent with survey responses that identified audio books as the best area to leverage consortium purchasing power. Linda, Ginny, and Linda also indicated a greater interest in this area. Linda Van Sistine-Yost indicated the need to bring internal staff up-to-speed on how to help patrons access this technology and service.

Mike has had preliminary discussions with several vendors and asked the CLT several questions to help shape the negotiating position: (1) would we allow library systems outside CORE to participate? (2) what would we head if a vendor wanted a central agent for billing purposes? (3) should we release the survey report to all CORE libraries?

The group responded by affirming the need to release the survey to all CORE libraries and to allow other libraries and systems outside CORE to participate. The CLT asked Mike to communicate the need to have individual library billing due to the complexity involved in having one library serve as a central agent or to set up a financial structure as a 501(c)3 non-profit (for example). The analogy was offered of having 30 people together at a restaurant and asking the owner/manager to “split the ticket” among guests. The possibility of having NCLA or NCPLDA take on this function always exists once initial start-up of the process proves successful.

Mike said he would take this information forward in ongoing discussions later this month and invited Linda H. to join in. Mike and Linda will provide an update and revised action plan at the July 9 strategy review session in Raleigh.

In the next agenda item, discussion was held about updating the CORE One Page Strategy Map and Plan (located on Google Docs). Ginny and Pam Jaskot have updated the Advocacy Development Action Plan.

Mike and Linda will update the Purchasing Task Force Plan.

The CORE Technology Plan has been developed as part of the LSTA Grant Application by Perry Library (results to be announced mid-June).

There is a need one year after initial development to review the CORE Strategy Map and plan for the top 3-4 initiatives to be led by the Coalition Leadership Team during fiscal year 2009-2010.

In particular, there is a need to develop an approach to develop more interest and “loyal promoters” from libraries in eastern NC to get involved in CORE activities and help implement the Strategy Map and Plan’s initiatives and goals.

It was decided to schedule a CORE Coalition Leadership Team meeting in Raleigh at the State Library on Thursday, July 9 from 10:00 a.m. to 3:00 p.m.

A room was reserved for the CORE CLT by Jennifer Pratt on Thursday, May 14 (Jennifer was planning to attend the teleconference but called into a budget meeting at the last minute).
